I largely agree with the author because some of my favorite villains are the ones that taunt you throughout your journey, such as Portal's GlaDOS or Bioshock's Andrew Ryan. GlaDOS is just coldly uncaring and wickedly manipulative in a way that only an artificially intelligent entity could be. She's also morbidly funny. Andrew Ryan I actually find scary because I relate to him and his vision is so compelling. I agree with many of his principles, but obviously things went horribly wrong in Rapture. The fact that you can both agree with what he has done and also deplore it, makes him a wonderful antagonist.
My other choice, for unrelated reasons, is professor monkey-for-a-head.
