As far as PS1 and PS2 games, I found great buys at Swap Meets, Goodwill, Craigslist and Gamestop.
Gamestop no longer carries PS1 though.
There are also racketboy members here that buy and sell.

Your subject thread says PS1 games, but you say in your actual post that you're looking for PS2 games. I'll just give advice regarding both.
If it's PS1 games you're after, it's going to be hard to scoop them up on the cheap. Unless you want to wait for deals to appear on Craigslist, you're gonna be stuck paying aftermarket prices plus shipping on ebay, etc.
On the other hand, if it's PS2, now's the time to scoop them up. Wait until Gamestop's next B2G1, and get a bunch of them.

For PS1, flea markets are pretty good, never know what you'll find. Lower end flea markets are the best. Also good if you want to snatch up some systems too.

I frequent a lot of pawn shops.
Due to the mega success of the PS2, I do tend to see a lot more games for it than the PS1 (if it's PS1 games that you're after). But every once in awhile I find a classic or "hidden gem" PS1 game buried amongst the usual crap or newer over-priced stuff.

This definitely. Lots of pawn shops are already selling them off for insanely cheap.
