What would happen if I didn't install the resistor (75ohm) and capacitor (220u) on the RGB cables?
I ask this as I have already soldered RCA wires directly to the PCB for RGB but forgot to buy the resistor and cap when I was at the electronics shop today >_<

What kind of question is that, you obviously are missing the resistors.
What kind of connector do you use, scart? I am only teached in the pinout of european video signals. Your TV is grey in 60hz because pins 8 and 16 on the scart are not bridged and fed with voltage. RGB is not enabled, thus giving you a shitty composite picture quallity as well as no color.

I'm using composite video. My TV doesn't have scart or RGBs.
In PAL mode, it shows picture quite fine... yet when I switch to 60Hz, I get a flashy screen in some games and shows a distorted colour or sometimes no colour at all. I presume that my TV doesn't support 60Hz... however, my saturn works fine on the same TV in 60Hz mode.

Where is it you live, brendanraymond? I am guessing you live in the PAL gaming world?
If that is the case, and you dont have a TV with SCART socket, consider getting one if you take your gaming experiences seriously.
RGB seperates all the video signals and you can have your audio go completely seperate too, to gain protection against intereference and quallity loss.
As johnnydoyle123 said, no good can come of this. at all. Composhit is the worst possible way to connect a video signal. All 3 video channels run through the same cable including a bunch of other crap.
Regarding your saturn, if your saturn is a Pal unit, it is technically still outputting a PAL acceptable signal. Granted at 60hz refresh rate and resolution. But something about the videochip in pal units takes care of the colors staying alive. If its running under composite it's still the worst possible picture though.
I dont know much about the PAL video chip difference, I just picked it up somewhere. It was even told the PAL units put out a better picture overall. How much truth to that is I dont know though. I do know my Saturn puts out a picture that makes me feel all juicy and euphoric. Hand's down, personally, the best picture any console I have seen putting out.
And as far as I know german saturn units came shipped with a RGB-Scart cable. Awesome job sega! (I've never seen one without in any case.)
