Just to clarify for the PAL users on the forum. To play NTSC-J or NTSC-U games you need a Passport. These are pretty expensive so it's usually just cheaper to get an NTSC N64.

Don't bother with one of those silly adapters! Just use a GameShark.
And yes, you can play a JPN N64 game on an American console and vise versa. The only "lock out" is that fact that the carts can't be inserted into the cart slot with out some sort of work around (adapter, GameShark, breaking off the tabs). However, you can't play PAL games on an American console and vise versa. It's just like the SNES.

Take a shitty N64 game such as Madden'98.
Remove the back half of it's plastic case with either a game bit or Bic Pen molded over the game's screw (If you need help just ask).
Remove the back of the Sin & Punishment cart as well.
Switch the back of the American game cart in on the Japanese cart and screw it closed.
Throw away your now useless copy of Madden/Random sports game/worthless crappy game and keep the back half of the original Japanese cart just in case.
Enjoy your now American friendly copy of Sin & Punishment compatible in any and all unmodified American N64 consoles at your house, your friend's place and more!

It's exactly how I play imports in my SNES and N64. I was gonna do that for my JPN N64 carts, but I didn't want to change the back because it has the JPN sticker on it. I just use the GameShark until I get around to busting the tabs off in the cart slot.

You can also just buy a spare cart slot shroud and modifiy it (remove the tabs) if you don't want to modify your original. You can then swap in the unmodified original anytime you want (it's not even visible since the cart slot shroud is inside the machine). This way you can play an import at any time without swapping around cart backs or using adapters.
