well if you JUST got it, apparently it slipped through QC. Ask for an exchange. Why would you even post about asking for help on a brand new defective item? Both of my refurbed Logitech Precision controllers worked perfectly the moment I took them out of the packaging, so if yours is f'n up, exchange it.
Back to the wired pad, both of my normal dual shocks developed an occasional stutter after a few years of play. The best way I could describe it was that it didn't always center properly. They wear out as well as sometimes just snag up on the plastic casing. Usually if you tap it just slightly to straighten it out, it'll stop glitching.
