He's a grappler. The grappler trade-off is always the need to get in close with no long-range game. I don't see any "cheap" at all, just another character like Zangief and Abel. No "cheap" about it.
Technically speaking SFIV is set before SFIII. The only character who has moves that are this ridiculous is Victor from Darkstalkers, who would attack people with his butt. Even then, his butt attacks were not the focus of his moveset, they just replaced his kicks when they were done at a very close range.
Yes, this is the game with stretchy arm man and electric eel man - but you can at least see how those powers could be taken seriously. You could see someone make a comic book about characters like that, and it not be laughed at by the publisher you were selling it to. How can you take a guy seriously who hula-hoops his opponent?
Even Dan, as much a joke character as he is, is at least believable. His acts of mockery and incompetence don't break the suspension of disbelief or anything - he's funny, but not ridiculous.
I don't see Hakan as being cheap - although he is a grappler. Throws seem to be super-effective in SF4, to the point where I have thrown people as they were doing their super at me.
As for the whole "takes place before SF3", I don't think that's nearly as important to Capcom as "takes place after SF2". Moreover, the inclusion of characters like Rose, Gen , Bison, Gouken and an ageless Sakura seems to tell me that continuity is the last thing on Capcom's mind. This game has more zombies in it than Dead Rising.

I know the storyline, What I said was I wished SFIII had more characters from the previous game (2), as up until Third Strike it only had Ryu and Ken.Technically speaking SFIV is set before SFIII. I personally can't wait to play as Hakan, he looks like a scream to play as. Especially that air throw special he has. Then again I get some sort of sick enjoyment out of running around the screen as El Fuerte and throwing my opponent mid-super.

My gut reaction without actually playing the game i.e. this doesn't mean shit :
Hakan = Hilarious and awesome hopefully fun and fair
Dudley and Ibuki = God mode everyone will play them
Makoto = Nerfed alot from 3S but we haven't seen how the focus and FADC system effects her game. Her EX moves look really strong in SF4 but her threat of Super is good too, hard to decide which way to go! I think I'm going to play her for fun and hopefully she is competitive in some match-ups I have trouble with using my main.
Boxer (my main) = Interesting Ultra 2 that seems kind of useless outside of specific matchups. I've seen it used in cross-ups and right after "safe" jump in's which sounds really good against certain characters
Overall the game seems like a good update. 10 characters is simply unheard of in an update only 1 year after the original game. New backgrounds, music, costumes, and actually a finished online package. Pretty much everything console SF4 players were asking for. Now we have to see what little things they did in gameplay to balance the game. Such a quick update with so many characters and matchup changing ultra's could be trouble.
I don't like the fact that Ultra's are a blind select in Champ or Ranked mode. Kind of ruins the point of using them during specific matchups and situations. This has solid counter arguments, but I still think it would be more fair and fun in competitive environments to select ultra based off of known matchup knowledge after character selection is revealed.
