Need help IDing a Saturn mod chip

I recently received a broken Japanese Saturn, (gray model with oval buttons). I was hoping to move the internals from one of my US Saturns into this case since I like the color/design better. Whether or not that would work is the topic for another thread. Here is the point of this one. When I opened the case, I found that it had been fitted with a mod chip. This one is different from the one sold here in that in apparently can be used with either the 20 or 21 conductor ribbon cable model. Here is a picture of the chip. Any ideas about the maker and/or whether or not they are any good? Thanks.
