The XRGB-3 is a dedicated upscaler and "CRT look" emulator that can render scanlines on non-CRT displays. It handles 240p better than far more expensive units. And, yes, it surpasses SCART to component/YUV.
Modern displays render 240p signals (anything under 480i, really) terribly.

I have noticed on the Retro consoles (with their lower resolutions) do look better on a CRT upscaled. LCDs tend to display dot crawl on those same lower resolutions upscaled. I did a comparison at my signature link with various other ideals that might help.

Well I'll fire up the VGA box once I get to my DC...having too much fun with the CDX and Saturn at the moment..it's like a new system with the SCART>YUV connects
