its the same technology, gdr and cdr.
a gdr just has the memory packed tighter so you can fit about 1 gig instead of the traditional 800meg of a regular cd.
the only different on the dreamcast is that i believe it has a tighter lazer to read the more compressed gd-r discs, but dreamcast consoles always were made to play music, so the lazer was made to read regular cd's as well.

The MIL-CD support (http://en.wikipedia.org/wiki/Mil-CD) is what the hackers took advantage of to enable piracy on the Dreamcast.

All xbox 360 games are on DVD-DL's, you cant burn them to a single layer dvd (It is to do with the way the SS is embedded).
