What is known to be the best screen capturing/recording software available?
Like for recording speed runs of PC games and stuff.

Dont know about best, but I use to use Fraps back in the day, if you use the free version it has some text on your capture if I remember correctly.

So can I use this to record something that's streaming live on a website?

If thats what you want it for, your best off to download a app that will let you download the video's direct. Dont know any by name, but there are sites like it for youtube / flash video's , etc.

Fraps wont capture what you want.

Yeah, I was looking more for one of the programs that records whatever your doing on the computer. Like making how-to videos and such.
