I think some later model Dreamcasts were stripped of the ability to run milCDs.

While that "fact" has been floating around for a long time, I've never run into somebody with a Dreamcast that didn't boot CD-Rs. And I've dealt with a LOT of DC owners.

I have run into a couple people. By the time they switched over I think production was really winding down. I doubt they managed to make many units with that characteristic, and for all we know it could have been a simple BIOS/firmware patch more than a manufacturing change.
