As already said, a fully backwards compatible systems (Dreamcast/Saturn/SCD/Genesis/Master Systems) and re-release the most popular games on a budget....
Or an online download based system where they release there entire (darn close to it) catalog, including the aforementioned systems with a USER-UPGRADABLE hard drive, meaning you can add a 1TB drive and call it a day. Make multiplayer online so you can play with you buds, and have a similar online experience like Live. Have 2 style controllers, like a Saturn 6-button and an updated Dreamcast with dual analogs....and call it the Eclipse.

A new Sega console is a dream. I guess that's why this topic seems so interesting.
I'd like a console with a hardcore library of 2d fighters, 3d fighters, 2d platformers, beat 'em ups, shoot 'em ups, run 'n guns, flight sims, racing games, and arcade hits. Bringing back old franchises is important for nostalgia, but it's also important to build new franchises. I'd love to see a fourth Streets of Rage. I think there's room in the market for a new run 'n gun franchise. I'd definitely call up Treasure and ask them to make a game in time for the console's release. Konami and Capcom are other publishers I'd like to have on board.
There would be two or three different controllers. The first controller is similar to the Genesis six-button controller for 2d games. The Second controller is more like the Gamecube controller with dual analog controls and dual analog triggers for 3d games. The third controller would be for arcade games; either a joystick or a lightgun. All controllers would be wireless on a bluetoothe standard. Eight players could connect at once.
I'm not a big fan of optical media. I think games could be released via download or on SD cards. An ehternet port and a wifi adapter should both be included. I'd make sure that most of Sega's back catalog is available for download, and I'd make sure that consumers pay for downloads with regular currency, not points. A removable hard drive would be nice so you can take your games and saves with you.
I'd market the console at hardcore gamers. In my marketing campaign I'd make fun of Microsoft's RROD and Nintendo's weak 3rd party library.

I'd just make it be backwards compatible with anything ever made by Sega. (cartridge based, disc based, handheld games, etc.) And the new games would be on blu-ray discs like the PS3 and it would be just as powerful or more powerful than the PS3 and 360 combined.

If I were in charge of Sega, I wouldn't make a console, I'd make a handheld. It would have re-released Dreamcast games and Genesis games would be "budget games", like the master system. It would have an an analog like the NGPC, only bigger. It would also be the size of a game gear so all the face buttons can fit, I don't like how the retrogen slanted the buttons.

It would pretty much be a PS3 with a Virtual Console of all games they could release at cheap prices and a bluetooth wireless Saturn Model 2 Controller as the default. Four front usb ports, support for other console controllers through usb/bluetooth, and full button mapping for any game via the console itself. You want to play Nights with an N64 controller - just plug it in through a USB adapter.
Other than that I wouldnt really care. Just give me full button mapping and a Saturn controller and Ill be happy. OH and a new/port of Baku Baku

It would be a spiritual continuation of the Dreamcast for me.
It'd have a library of innovative, original games that, while it may not be up to the PS3 in raw power, focuses on its ability to get solid, non-cross platform releases to draw people in. The base of the library would be 2d fighters, puzzle games, and scrolling shooters. It would be tight and compact like the Dreamcast in terms of its case, not one of those behemoth PS3-style consoles.
It is fully backwards compatible on all CD-based games, but an addon must be used to play cartridge games (although not some sort of Frankenstein like the Genesis turned into).
It would be easy to write for and cheap in price due to its relatively humble hardware power.

I would definitely have "Big the Cat's Fishing Adventure" as a launch title, because that is the game Sonic fans have been clamoring for for years.

If i was SEGA (or Nintendo) i would do a limited run of brand new Genesis (or (S)NES .. Official Retro Duo? Awesome!!) consoles. Sell them for $99.99. I would imagine there are a few hundred thousand people that would buy one in a heartbeat (myself included). Just look at these shity clones that are selling like crazy. Easy money.

It would be based on their current Ring arcade platform. Have a hybrid Saturn 3D style pad but a little more contemporary feeling, something similar to the Xbox Controller S. It would have a micro-switch Dpad like the ones on the Neo Geo Pocket. It would definitely have a 3x3 button layout with 2 analogue triggers. Think 360 pad but wider and without the silly bumper buttons on the top. It should also have 1 or maybe 2 USB ports on the controller for peripheral expansion. IT should also be compatible with USB memory sticks for saves/backup purposes. It should have some sort of low-cost touch screen incorporated into the controller. Or perhaps, to help keep costs of controllers down, have it as an extendable peripheral similar to how the VMUs worked on the DC. Hell why not just have VMU's again, but in colour and a lithium battery that recharged whilst connected to the controller.
