Is Beats Of Rage 4-Player?

I was checking the Racketboy guide to best party games for Dreamcast and it said that Beats Of Rage is 4-player is it really and if it is which one should I get cause there are alot of mods.

Open BOR, at the very least, is 4-player. Haven't messed with standard BOR in ages.
