Thanks for the info. At work now, but will check some of those out when I get home. I should have mentioned I'm looking more for handheld games than console versions.

I can't remember if it was Guerrilla War, Heavy Barrell, or P.O.W., but one of those games on the NES you could literally beat the game by just holding up and holding down A and B.

I'm not familiar with POW so maybe that's it. Heavy Barrel has a lot of left to right areas so I don't think that's it. It could be guerrilla war, I just bought it and played it briefly but haven't sat down with it for long for a few years. I do remember mashing start and select randomly when dying and being able to continue, but that might just be on the two player mode since it didn't work when I tried by myself.

I just checked it out on emulator. It was Guerrilla War I was thinking of, but I guess it doesn't work quite as well as I remember. You actually do have to turn a few times and time a few grenade launches. Still, if you don't care about a 1CC win, it's ridiculously easy.

I also thought of another recommendation: The Red Star

This Playstation 2 game regularly gets recommended on this site, and for good reason. It kicks ass. I picked it up because it made the Hidden Gems list and because other board members raved about it. It really is an awesome game. It's only partly an overhead shooter, but the overhead shooter segments are some of the best out there.

Commando
Mercs
Jackal has you in a jeep, but you can move at your own pace, so its more equivalent to being on foot than most vehicle shooters.
Iron Tank controls similarly.
Elemental Master
Phelios (guy on a pegasus)
Flying Hero (egg man)
Castle Shikigami series
Gunbird Series
Sengoku Ace
Legendary Wings
King's Knight
Psycho Chaser (cyborg)
