Are you sure about that?

Sega send their IPs to third parties willy nilly now. Example: Alien Syndrome on the PSP and Wii, and that upcoming Sonic RPG from Bioware. Anything that saves them doing any work..

Yeah I think they do it with their Sonic hand held titles as well (which may explain their decent quality  ).

I guess that Sega is finding it more profitable to be a publisher rather than a developer. Would be cool if Sega's devlopement teams left and formed a new company called Ages or something.

Sega still have a lot of talent residing in their Japanese departments, the fact that Sega are still huge in arcades in japan (where arcades actually still matter) is evidence of that. The main problem is Sega of America is trying to take over as a whole and in result of that is a lot of the time ignoring Japan's output.

I'm not so sure if this counts, but I enjoy Peter Jackson's collaborations with video game designers. The guy not only goes out of his way to make sure that some of the games based on his movies are true to the source material, but he even seems somewhat knowledgeable about who's who in the video game industry. He specifically sought out Michel Ancel, the designer of Beyond Good and Evil and the Rayman games for the King Kong video game, and it turned out really well. Lord of the Rings Two Towers and Return of the King were also great licensed games.

The guy seems to run good quality control on any games based on his movies. I wish more people in tv and movies would take such a keen interest in seeing that games based on their work turned out good.

I wouldn't mind if Sega became a publisher instead of a developer, as long as the Sega franchises continue to be expanded apon from the work of a talented development studio.
