I've seen this before, I believe it had something to do with pachinko places. Functionally, it's identical to a regular Dreamcast, there were just fewer made making it a collector's item.

I want one those rare Dreamcasts with a built in moniter that looks like a bubble. I think its blue in color, I can't remember the name of it.
