I'll be in the market for an Amiga monitor soon, adding RGB SCART cables for all my systems, but I've been doing some searching on how to get proper good scanlines (15Khz or looking close enough to that) on my other displays too. The 50% black lines option in most emus just doesn't do it for me. ZSNES and Netopia's NTSC filter is beautiful, but most other emulators don't have that ability. I've found a few resources that have some useful information on getting the kind of picture I want.
Most CRT SVGA monitors are capable of doing non-standard video modes if the drivers are messed with.

DAX also mentions a device that will allow you to hook up a computer's VGA to a CRT TV that accepts SCART (it outputs all the other types of video too). The price is decent for what it's capable of.

When I ran the old DOS Mame, it had a great scanline full screen display. But that is the DOS version. Looks like you have some great ideas and resources.
I myself love scanlines in Retro Arcade games too.
