This one is out of stock right now, but I think it's the best joystick you can buy for a hundred bucks. You can also buy adapters to support a lot of different systems including dreamcast.

The two player version is in stock for only thirty dollars more.

The Hori stick is fine for Street fighter, but it's not great for shmup games. The X-Arcade stick is designed to be good for many different types of games.

i second the xarcade stick as it is arcade quality. the joystick performs like a arcade stick should and it is not clunky you can roll it in circles very easily. a real true arcade feel and it is not made cheaply out of plastic.

I couldnt stand the Xarcade, but on the 360 there are not many choices. On the upside, if something breaks on the Xarcade, you can replace it with real components.

X-arcades are ok, but any hrap blows them out of the water. X-arcades have Chinese knock offs of Happ parts. This hrap is all real Seimitsu, the stuff they use on most any arcade machine running shooters. It's absolutely worth the extra bit of money.

The Street Fighter TE stick is pretty good also, and just a bit cheaper. It comes with Sanwa buttons and a JLF stick, which are more preferred for fighting games, but they're just fine for shmups also.

I'd say you can't go wrong with getting either the SF4 TE stick or the HRAP-SE. The difference between the two is the SF4 stick can be changed to map to either analog or the d-pad (not sure if that's even relevant for the 360) and the fact that TE = Sanwa and HRAP-SE = Seimitsu.

I can't recommend the X Arcade stick, but as others have said, 360 doesn't have many choices. If you've got a FRY'S location near you, they often have them out for demo play, I've noticed. The SFIV TE sticks are great sticks with great parts but are quite expensive. The older Agetec Dreamcast sticks are pretty good too, (there's a in depth topic here from Racket about them) and they're less expensive.

To be perfectly honest, I absolutely swear by the original Namco stick, I recommend it to anyone into 2D fighting games. And I'm sure you could find an PS adapter for 360.

Depending on how picky you are, you could probably pick up a stick used for not much more than $50 if you know where to look. Check out the Horis and Mad Catz sticks, they're very high quality. Stay away from x-arcade unless you plan to replace the parts, or if you can get it really cheap used. For the same price as the x-arcade you should be able to find a high quality hori or something which will be much better. Plus you don't have to worry about adapters.

As far as getting something that'll work on your dreamcast too, that's simply not going to happen, unless you use some crazy (and probably expensive) converters. The 360 uses proprietary controllers that are licensed by Microsoft, so you can't just get a USB adapter and plug things in. I'd recommend just getting two sticks, one for each system. If you go used you should be able to get that under your budget.

Another option to consider is making your own, but that's a whole other deal. Try checking around on sites like shoryuken.com and forum.arcadecontrols.com for more information on arcade sticks, and for people selling their sticks.
