The original Tales of Phantasia. It was the first fan translated game I played and I haven't been able to get into any of the other Tales games since. The story is as bog standard and cliched as they come, but the presentation is unbelievably good. Everything from the gorgeous sd sprites, the incredible amount of battle animation, the music, sound fx, voices and the colour... no other game looks like it. It's so... earthy. Besides Tales I can't think of any lesser known gems, you've probably played them all. Try Front Mission and Front Mission Gun Hazard if you haven't already. I love Japanese military-style games and SNES Front Missions have a nice dark feel to them.

I've considered writing it up, but it's actually a considerably longer list than the Genesis/Mega Drive titles. We're talking 100+ titles.

The $500 to get all the rpg's and maybe Starfox 2 in my opinion is totally worth it.
Or get a flash cart from Tototek or Retro Zone. You wont be able to play any games with special chips on them, so games like Star Fox 2 are out, but you can play almost any translated RPG with them.

Fire Emblem 4, Seisen no Keifu is mostly translated. All the important story dialog and town dialog is done. I think the stuff that's missing is some incidental pre-boss taunting and a few villages that are just like "here's money for saving us!" It's in a state that's completely playable where you'll understand the story, though.
