I doubt SNK had much to do with those "patches". They slapped those together under pressure from the US publisher. Hey, the publisher is looking out for their investment.
SNK has had this elitist mentality over the last 5 years or so. It isn't just SNK, either. A lot of Japanese developers seem to wear a chip on their shoulder ever since western game makers started trampling in what they perceived to be their flower garden.
Netcode isn't the end all be all in Japan like it is here in the 'States. Japanese developers are still living in the 1990s where it doesn't matter what the West wants.

Well, considering KOFXI had Online Play in Japan, while it lacked Online Play in the States...
I think it's probably just that whatever netcode SNK's games have been using work for Japan, not America. Japan is a much smaller region with much more advanced internet. I've noticed that most of the people who I can play well with on KOFXII are people who live just a few states away from me.
I do think it is SNK's problem, and one that is caused by them being a Japanese company. Japanese companies always seem to have a huge amount of pride, in that they would rather release a faulty product that was entirely their own work instead of releasing a high-quality product that they had to commission help for.
SNK Playmore could have consulted Arc System Works to find out how the hell they made the netcode for their game so good... but they didn't. They could have tried to use GGPO, which many of its fans requested... but they didn't. It's like they're trying to reinvent the wheel, when they could just buy one from a store for much less time and money.
