If you're talking about modding in the sense of playing backup games, i'd say the original xbox. You can put an internal hard drive in there, the emulator scene is amazing for it, and there's tons of media options. Granted the PS3 was just hacked so once the mods become mainstream for that, that would probably be the best.

Maybe if mod you mean just by playing imports than an SNES would probably be it for me. All you do is break the tabs off with a pair of pliers. Done. Now you can play Super Famicom games. No chips or soldering, nothing.

easiest to mod? SNES, by far.
There's a lot of Saturn fans here, and the Saturn library in Japan is far better than the US one. So grabbing a modchip for that would be a good idea since the discswap eventually wears the system down.
Modded Xboxes are good for emulation and stuff.

Currently, the original Xbox offers the most bang for the buck, having awesome homebrew such as XBMC, the ability to run Linux, and tons of emulators, offering full-speed emulation of most N64 and PS1 games. Also, the fact that it can have the hard drive upgraded means you can run it all without having to burn tons of DVDs, of have space foir roms limited to 4.7 GB per emulator.
