The original Streets of Rage recycles bosses in many places in the game.

I actually love when beat 'em ups do this. Isn't it Streets of Rage 2 where you can play as one of the bosses? I remember fighting a ninja guy in an office building in that game as a kid... I'm pretty sure you could unlock him as a playable character too.

You could unlock Shiva and Roo, who were both enemies, in streets of rage 3. Bare Knuckle 3, the japanese version, also had another enemy called Ash who was unlockable, but he was removed in the west for being a gay stereotype.
