Waaayyy off, Nintendo licensed Capcom to publish games on the Wii, but Capcom is a neutral third party and responsible for it's own actions.

Actually you can blame Namco for the game (and they put in on Namco Museum 5 for some reason) and just Blame US Gold for that craptacular cover. Though the cover is true to the game amazingly enough.
