Basically any PAL or JPN only Mega Drive games, are what you should make.
Or if there are extremely rare NTSC games, but I'm not sure about those.
I have paid big money to acquire Daze Before Christmas, Mega Man The Willy Wars, Duke Nukem 3D, Nightmare Circus (hasn't arrived yet) and a couple others. I would probably turn around and sell my real copies of some of them, especially if a 50Hz to 60Hz speed correction patch was available for some of these ROMs.
For most of the MegaDrive's (or Genesis' if you prefer) life, cartridges were
produced without any sort of territory protection. Some games even had multiple
languages for different territories, Neo Geo-style. However, later in the
MegaDrive's life, Sega and several third-party developers decided to start
implementing a software territory lock-out to keep people from playing games
outside of the territory they were intended for.
So I guess I'll have to take it as a "by game" thing.
Oh, I forgot about the 50/60Hz thing. Damn.

The PAL version works perfectly on my Gen Mobile.
Both? I downloaded a hacked PAL version that takes away the lockout though, so I'm set with that.
As for Bare Knuckle 3, the translation patch also allows it to be played on a Genesis, so that's good.
I was thinking about including "boxes" with my repros. I feel actual boxes would be too costly, so I was thinking about creating the artwork for the universal game cases
Streets of Rage III and Golden Axe III are available on the PS3 Genesis compilation though
