The Xbox and Gamecube were both designed to be easy to develop for. Did they come close to even touching the PlayStation 2? No.
If the two platforms are on even ground, then yes - ease of development will probably be the tie-breaker. However, I've yet to see a console war (with the exception of SNES vs Genesis... and even then, the SNES had the advantage of better brand loyalty/recognition thanks to the success of the NES) that wasn't lopsided.

I just feel that when it comes to the success of a system, all the internal things don't matter. Ease of Development, Horse Power, Ergonomic Controller Design, Form Factor and all these other things don't matter for anything.
Calvin & Hobbes can make a dominant console out of cardboard and toilet paper tubes so long as they have the one and only thing a console needs to be able to succeed: Marketing.
You wanna know why the Sega Saturn lived on for years in Japan while it fell hard in the West? SE-GA-TA SAN-SHI-RO. They had brilliant marketing in Japan, while in the West, their best commercial involved throwing a PlayStation out of a window. When the best remembered commercials you make heavily involve slinging mud at your competition, you know you need a new marketing team.

The Sega Master System is a good example of this. Conversely Sega Europe put buckets into their marketing, and the SMS sold very well in Europe and Australia, blitzing the NES in those regions.

3 things
price, quality of titles/publisher support, marketing.
Sega failed at 3 of these on saturn. The psx was cheaper, better marketed, and had more publisher support/quality titles. Sega screwed themselves by alienating way too many ppl.
Half the stores that sold consoles boycotted the saturn, best saturn titles were first party.
And they didn't have tekken. Don't get me wrong, as a retro console it has plenty of interesting things to explore, as well as an import console, but the NA titles released list is lackluster compared to jp list.
If they would've marketed towards their strengths and not been $100 over competition I would've bought into it simply b/c of my like for the art style of jp games. Instead, I saw virtua fighter, which didn't appeal to me.
