The second jumper (which is sideways) is a spare jumper. Take that one out altogether. The first one which is currently set for masters, move it to one set of pins next to it to be cable select. Try that with the USB-to-IDE cable.

none of those worked. im really stumped on what it could be. i know one thing is the hard drive doesn't sound like it is going as it's normal speed. it almost resembles a small hart beat. while the other drive sounds like....well a drive at normal speed. could this be because of the power one is getting. i know they are both 3.5

Are you certain that the Sony PS2 drive actually works? Maybe it's busted? Does it work in the PS2?

A normal hard drive should spin up and stay spinning. When you say that it sounds like a heartbeat, it seems like the drive might be stuttering?

In any case, you might just want to put the PS2 drive aside and just focus on getting a larger one (preferably larger than 120GB) to work. When I bought my PS2 with HDD (used), I found that I had trouble with some games not working. So I bought a 250GB to replace the drive. I decided to try formatting the old one and found that it had a bazillion bad sectors somewhere in the middle. I tossed it in the garbage pretty quick.

im certain it works but i have a few extra hard drives that probably would work just as well im sure. it just that i have alot of stuff i don't want to get rid of on them.....also im not sure exactly how i would change a hard drive into a ps2 hard drive...would i just format it with winhiip?

I would verify that the drive still works by putting it back in the PS2 and making sure that HDLoader still works. This is probably a moot point because as I said before, 40GB is on the small side.

To use a different drive, make sure it's not a Western Digital as it won't fit into the network adapter easily without modification. Just format the new drive with WinHiip and put a couple of games on it. Then put the jumper on Master and put it into the network adapter. Some drives will work with the jumper on cable select (my 250GB seagate works but not my old 60GB Maxtor).

checked it out on the ps2 agian. worked fine. although im still considering changing the hard drive. i have an 80GB so i might do that tomorrow.
