I am thinking of getting the VGA hook up for my dreamcast. But will it work on a lcd monitor it has a res 1280x800. will it work>?

Depends entirely on the monitor.
Most will scale a lower-than-native res image to full resolution. The scaling quality and speed again is dependent on the monitor - some brands are good, some are crap.
1280x800 is a 16:10 display, whereas most of the Dreamcast games are 4:3 native. Once again, depending on the monitor it may let you "pillar box" the image by putting two black bars down the side to keep the native ratio.
Short answer: depends on your make/model/brand of monitor.

Yes it will work fine. You'll be able to play any official DC games that support vga on your LCD and have the capability to play all games on VGA via modifying the .isos
Not all games are going to give you widescreen support. Most will stretch to about %80 of the screen and look alright.

check the instruction book if it supports a VGA resolution of 640x480 - if yes, it most likely will work. I've had bad luck with monitors with a 1440x900 resolution but your results may vary.

Don't even bother man. It's gonna look crap. You want to use an old fashion CRT monitor. It won't have to filter the image at all, because there is no native resolution on CRT's. It will look superb. Try to find an old Trinitron Monitor on Craigslist... shouldn't be more than a $20 spot.
