This should probably go in the Technical Help forum, but no, that connector will not do what you want it to do unless you can hook it to a monitor that takes TV-in through the VGA port. I'm not sure that such monitors exist. Even then, I'm not entirely sure.

That adapter goes the wrong way. That's for taking VGA out of a computer and making a signal you can send to your TV.

Since it appears to be a straight pass-through adapter, it should be able to be used bi-directionally. On a side note, it seems to me that running video over S-Video or something and then into a monitor negates most of the benefits of using a monitor.

Oh yeah, you're right. I missed that bit about laptop TV out through VGA port. You'll need a VGA converter. What you linked is simply an interconnect.
Be warned though, unless you spend a lot of money on something like an XRGB3 or something similar to it, the image will look like ass. Anything under £100 will look absolutely terrible. When I went to uni, living in the tiny halls of residence I didn't want to take a big TV with me as well as my monitor for my PC so I thought I would just get one of those XVGA converters, it cost about £30 and it looked terrible. It simply scanned an interlaced signal to 800x600 resolution, no conversion it literally just stretched the image to fit. Unless the box upscans the signal it's not going to work how you plan it.
Unless you're going to buy an XRGB, I would avoid going this route. Since most of the cheap upscanners introduce a lot of input lag due to the upscanning process taking time. It's not bad when all you are doing is watching a video, the audio can just be delayed. When playing a game it's a completely different matter. You need to have as close to instant response as possible. Most VGA Upscanners are either going to look shit but play well, or play like shit and look nice. It's hard to find one that hits that delicate balance.
Also, most games on the Dreamcast support the VGA box, which is something you can buy from Racketboy's store (http://www.racketboy.com/store/featured ... eo-av.html) this will work flawlessly on any CRT monitor since it outputs native 640x480 (no interlace or upscan), picture quality will vary on an LCD monitor though.

I think that cable is for projectors that support the composite/S-vid over VGA feature. I have one from work and it does not take a VGA signal->Comp on my TV's at home. VGA and composite run at different hertz.
Most video cards have two RAM-DACs to support dual video out at different hertz, i.e. VGA and S-video. Am I wrong?
