I read this page:
http://www.racketboy.com/retro/sega/gen ... guide.html
...and here it said about the Menacer:
One advantage this light gun has over other light guns is that it does NOT require the use of a standard tube television to function since it does include its own sensor system.
So I bought a Menacer on ebay thinking it would work on my LCD hdtv, hooked it all up and nothing happens. Then I tried it on my CRT tv and it works. I think someone should edit that article.
Menacer light gun does NOT work on non-CRT tv's

The above quote is from the article. Are you using the separate sensor with the gun? This particular gun uses a separate sensor which must be positions on top of the television
Re: Menacer light gun does NOT work on non-CRT tv's
IIRC, the sensor is just an IR receiver to make the gun wireless. It works just like any other light gun.

Re: Menacer light gun does NOT work on non-CRT tv's
From the description above, it sounds like the sensor is used to determine where the gun is pointing at the TV. It sounds exactly like the way the Wii remote works. The Menacer – This is Sega’s own light gun peripheral, however it is only compatible with a few specific games designed for its use. The gun requires batteries unlike other light guns which draw power from the control pad connection. The gun has rifle stock and gun sights attachments that can be attached or removed as desired providing configurations anywhere from a handgun to a rifle with a scope. This particular gun uses a separate sensor which must be positions on top of the television and as such the unit is more difficult to configure and it is not horribly accurate. This peripheral too should only be considered for its collectible interest and not as a useful light gun. One advantage this light gun has over other light guns is that it does NOT require the use of a standard tube television to function since it does include its own sensor system.

Yes I used the sensor. It only works on crt tvs even though it has a sensor, just like the Super Nintendo Super Scope.
