I always wondered the same once I learned what it meant. I'm sure some silly marketer just thought it sounded cooler, while being shorter than the Japanese title. Although you have to laugh at the Famicom Dragon Ball game being renamed to Dragon Power considering the popularity it gained later.
Well, it was part of the big ninja boom of the 1980s, where ninja were so often used as the evil henchmen, so if you think about it like that, following the story of the ninja henchman would really be more of a separate side story to a major production...

Of course, I'm just blowing smoke out my ass, but you gotta admit Ninja Gaiden sounds cool.

I like Dragon Warrior a little better than Dragon Quest.

Sometimes I like the Japan name better though. Poison Pink was a much cooler name than Eternal Poison, for example.

I never really understood the Ninja thing here in Europe, but as far as I know it is true that they took out all the Ninja in names and stuff over here.

Looking back it is somewhat funny. I know "Spy" was in some Euro titles, but maybe also "Killer" or "Assassin" wasn't part of any European titles meant for children, if so at least they were somewhat consistent?

Dynamite Deka (J)>Die Hard Arcade (US) because it wasn't supposed to be a Die Hard game!

Also, to whoever said it earlier, the Japanese title is actually Azel: Panzer Dragoon RPG and the US title is Panzer Dragoon Saga. Not sure which I like better though.

That was me. I was going by memory and messed up the names. Thanks for the correction.

Biohazard = Resident Evil. Both are pretty cool names.
