Intellivision had a 16 direction controller
This is my last guess as the question is quiet vague and analog controllers were available during every consoles release date but the Magnavox odyssey, unless we are talking about dedicated consoles or you don't count paddle controllers. Or are we just talking about the controllers that came with the systems?

This is what I was looking for. I forgot that the Odyssey 1 used 2 potentiometers for X/Y. I should have said excluding analog or said most precise digital directional controller. I was being vague as to not give any clues away too early so you'd either have to know that the Intellivision used a 16 way pad, or would have to research. If I say "which console controller could move your character in more than 8 directions but wasn't analog", it's too easy. If I hadn't said console, the answer could have been Sinistar, which had a stick that registered 49 positions.

In any case, the question image was a clue as well, I used the Intellivision font. http://www.intellivisiongames.com/
