It's just a cheat device. Judging from the posts on there it's not compatible with FCMB.

Get and Action Replay MAX or (im not sure in your country) a Gameshark?

If you can't get your hands on an action replay that can execute elfs (modern ARs have this ability removed to stop softmodding) make sure you can get one that comes with a USB memory stick, it has the ability to copy saves to a PS2 memory card.

Then just use the independance exploit to load the FCMB hack. (it exploits a vulnerability in PS1 titles to allow the execution of unsigned software) You will need a genuine PS1 title that is compatible with the hack though. I think I used Die Hard Trilogy and that worked fine.
