For me, that game would be LittleBigFighter.

Think the old Fighter Maker games, but accessible and 2D. We've had plenty of 3D fighters with character creation elements (Soul Calibur 3/4, Tekken 6 - even the WWE series, if you consider those fighters), but I'd really like to have a game where I can create characters in a 2D fighter. Obviously, making 2D fighters in a 2D game would be an absolute pain for most people, so I think making it a game more like Street Fighter IV would be the way to go.

Take your custom fighters online to do battle, and download fighters made by other people. Fill up your rosters with fighters of your choosing. Rate fighters and authors based on how original, balanced and fun they are to play as. While there would be leaderboards, those leaderboards would be based on how many people love your creations, rather than how many wins you get - basically as a way to encourage people to make good fighters, rather than unstoppable juggernauts.

Anyway, go ahead and share your electric wet dreams.
There is something like that and it has a HUGE community. Check out M.U.G.E.N. custom fighting engine for the PC. Create your own sprites, characters, gameplay, levels. I've messed around with it a bit and its quite fun.
Boy I tell you what, are those some god dang video games?

Oh, I know all about MUGEN. It's a lot of work, extremely technical, and has an awful, AWFUL community.

I'm thinking a game more like LittleBigPlanet, except with 2D Fighters. Great community and easy-to-use tools that anyone with an IQ higher than their shoe size can get into.

Bizarre, I was just thinking about this very topic yesterday. So bear with me for a second, this is probably going to be long, difficult to understand, and rambling.

OK, so I was thinking about games like Geometry Wars and how they use a dual stick control scheme that is relatively fresh (the last game with dual stick control that I can think of is Smash TV). So then I started thinking, and I realized that although nigh on every controller nowadays has two analog sticks, I really can't think of many genres of games outside of FPSes, and shooters in general, that actually use both sticks. So then I got thinking about one of my favorite genres: fighters.

Think about a semi-simulation style fighting game in a third person, over the shoulder, (or maybe even first person) view, where you use the shoulder buttons to handle your limbs, and the two sticks to control what the limbs do. For example on an Xbox 360 controller, the right bumper would be right fist, right trigger would be right leg, etc. You could hold the RB and press the right stick forward to do a straight forward jab, swing the stick around the outside to do a hook, a quick down-up movement does an uppercut, and so on and so forth.

The only issue I can think of, at least in the very basic gameplay that I've outlined, would be blocking and such, and of course I'm sure that it would have some problems as the controls were more fleshed out, but dammit it just sounds like it'd be the coolest thing ever. I wish my programming skills were as good as my imagination.

Fight Night uses the joysticks to do all of your movement and punching. Hooking is a swing of the joystick, a straight is an upward movement and so on. I haven't played much of fight night but it looks similar to what you're talking about except it doesn't go any deeper than punching. There is also some game on psn that works similar to that I believe. Ragdoll Kung fu or something like that.

- DDR or Stepmania for the Wii, complete with the ability to add/download custom songs and stepcharts, and with an interface to help you make your own!

- A Dennou Coil action/RPG game on the Wii! It would be AWESOME if you could actually THROW metatags and encodes at things with the Wiimote, and if the game had special imaging that required you to put special glasses on... (Dennou glasses!!)

Also... games that ARE out, but with things I wish were added or changed *sigh*

- A remake of Trauma Center: Under the Knife on the DS, with the storyline of the DS version and the character designs and easier difficulty of the Wii version (Second Opinion)
- Trauma Center: New Blood, but with all the location/continuity errors fixed
- Pokemon HeartGold and SoulSilver with the original character designs as a selectable option

A game with no defined objective, you make the objective. You can do anything you want, go anywhere you want. You could become a pornstar, bankrobber, murderer or a great explorer anything you want. I would call it simply "Life". I realize this maybe a few generations off but it could be a cool game if done right.

Another idea would be to have a VR glasses that you look though that changes how you see your surroundings. For example, you pop in a haunted house or serial kiler game in your home. Your would still see your home but altered. Walls would be torn, dirty and have cobwebs, couches would be old dusty looking, floors would be creaky, dirty and broken looking you get the picture. Then have a virtual poltergeist or haunting taunting you, a killer hunting you. Another rough idea that could work in a few years when the tech catches up. I can see the lawsuits already.
