Certainly, we all have those games that you just really want someone to make, right? I know I think of them all the time.
For me, that game would be LittleBigFighter.
Think the old Fighter Maker games, but accessible and 2D. We've had plenty of 3D fighters with character creation elements (Soul Calibur 3/4, Tekken 6 - even the WWE series, if you consider those fighters), but I'd really like to have a game where I can create characters in a 2D fighter. Obviously, making 2D fighters in a 2D game would be an absolute pain for most people, so I think making it a game more like Street Fighter IV would be the way to go.
Take your custom fighters online to do battle, and download fighters made by other people. Fill up your rosters with fighters of your choosing. Rate fighters and authors based on how original, balanced and fun they are to play as. While there would be leaderboards, those leaderboards would be based on how many people love your creations, rather than how many wins you get - basically as a way to encourage people to make good fighters, rather than unstoppable juggernauts.
Anyway, go ahead and share your electric wet dreams.

Have the first 12 original characters, some from the other two versions, Mewto, maybe Sonic/Snake and a few more never-before-seen characters. A wide selection of stages, wireless multiplayer, decent single-card multiplayer, good online play and you have yourself a game. Graphics should be slightly better than the N64 version. Movesets are kept intact. Modes like Classic, ___ Man Brawl, Adventure, etc.

A Tony Hawk game that revisits the gameplay concept of THPS 1-3

I actually like this idea a lot. There isn't so much character creation in fighting games as there is character customization. I remember in Fighter Maker for ps2 you could create your own moves from scratch. The problem was that the interface was very frustrating to use and the visual aspect of your character was just mix and matching stuff from a library. Being able to have a community like little big planet where people share tips on balancing characters and trading their own creations would be pretty interesting. Something much simpler like a 2d fighter would keep me a lot more interested in actually making my own fighters rather than dressing them up. An open world batman game. Arkham Asylum is great but I want to freely wander around gotham city. I want to be able to relive the scene in the dark knight where he flies over hong kong (in gotham). And I want to use all his awesome vehicles! That batmobile in arkham asylum was such a damn tease.
Also I want DKC4 and Sonic 4.

* Edward Lee's Infernal Trilogy. The books are about a version of Hell which has become a sprawling metropolis (or better yet, the Mephistopholis) which is essentially like our world but made to offend God. Check it out. Basically, the game would be like a GTA game in Hell... or an action-RPG set around the first book where you play as Cassie, who can enter Hell because she's an Etheress. And basically, she can wield awesome powers and she helps a fallen angel overthrow Lucifer.
* Suspiria. Do it like a psychological horror adventure game, like a mix of the old SCUMM games and such survival horror games as Silent Hill and Alone in the Dark 1.
* A Nightmare on Elm Street. An action-RPG in the dream world mixed with an adventure game in the waking world. In the former, you wield dream powers. However, if you die in the dream world... you die for real... PERMANENTLY! That's right. No life spells, no phoenix downs, no resurrection temples, NOTHING! And if you run out of playable characters, GAME OVER! FREDDY TAKES OVER THE WAKING WORLD!

* Batgirl (Barbara Gordon) (voiced by Dina Meyers)
* Tim Drake Robin (voiced by Elijah Wood)
* Jason Todd (voiced by Vincent Kartheiser)
* new female Robin (voiced by Miriam McDonald)
* unnamed male version of Batgirl (voiced by Greg Cipes)
And here's the cast choices for the villains:
