Bruce Lee: Quest of the Dragon?

Because it definitely sounds like Bruce Lee, but it's not Dragon: The Bruce Lee Story.

I will tell you that you're generally in the right genre. but still no correct answers. This game was awesome back in the day. That sound would still scare the crap outta me sometimes if I had stepped away while it was loading. I have 2 clues that might or might not be helpful if nobody's gotten it within the next few hours.

Well, it's not any of the World Heroes, and that isn't Fei Long from Super Street Fighter 2. Is it Law from Tekken?
