I am looking to do a little reverse engineering of a Saturn game for a personal project of mine which will ultimately be coded in .NET C#. I am looking for some guidance on tools & utilities for the Saturn so I can extract the audio, graphics, backgrounds, animation etc.
Recommendations? Thank you in advance!

Google search is probably your best bet. Search for "sega saturn development" and peruse the hits.

Probably your best bet would be using that one emulator with a built in memory viewer, sprite viewer, and debugger. It's either SSF or Satourne (can't remember which right now). It can be used to pause the game while it's being played, and then step through all the frames of animation any enemies or backgrounds have.
For ripping some of the different formats of graphics and sounds you might find on the CD, you could try some of the various sprite and sound ripping/viewing tools available.

and just on searching for homebrew stuff, it looks like "Game Basic for Sega Saturn" is something you should look into. apparenty its a kit that connects your saturn to your computer and allows for coding in basic.
