Yes that is correct.
The wii essentially operates the same (on stock firmware) with a chip, the only difference is, when it does the security check for an original disk, the modchip jumps in and authenticates it to the wii regardless of the disc's authenticity. For homebrew to work you need to modify the wii's software with a hack.
For things such as pirated wiiware/virtual console games to work you will need to modify the cios. For standard homebrew a modified cios is not required.
