Saturn Mod Chip Question from a Noob

I've long pondered modding my Japanese Saturn so I can try out that Dezaemon Save Manager with all those amazing Dezaemon shooters people have made. It looks like Racketboy's store finally has some chips in stock again, so I figured it'd be a good time to ask about it.

Does the mod chip have anything to do with the region of the Saturn itself? Can I stick it in a Japanese Saturn and it'll work just the same? Sorry if this has been answered. I didn't find my answer after running a search. I just want in on this thumping Saturn homebrew scene SO BAD!!!! Really.

I know that the only purpose the mod chip has is to allow the Saturn to play backups. The region switch mod may be what you are looking for, although I hear it is a bit more complicated.

I just use a 4-in-1 Action Replay to play imports. I'm not sure how it would work with a Japanese Saturn though. I assume it would be the same thing.

Well, I don't want to play imports, I want to run a homebrew application. My understanding is that with homebrew or any .iso, you can just use a region patcher to match it to the region of your system. I'm just wondering if the Japanese Saturn works with the same mod chip as a US Saturn.
