Yeah, piracy is rife in this country. The attitude is seriously lax about copyright violation. It's not unlikely to see people advertising modding/chipping services on public boards (IE Post Office, local shop, work notice board). I've had a few conversations with the sergeant that comes in my local about it, and he put it simply, they have bigger fish to fry. Whether or not he was telling the truth or not I don't know, he's not supposed to divulge info, but he's probably right. I don't know of a single person who has been caught for copyright infringement and I've modded consoles for years and never had any repercussions, I even modded my old next door neighbour's xbox who worked for the CID, she wanted a cheap media center so I told her the xbox was the cheapest way.
