Open it up, clean the crap out of it, give the fan special attention. Get some 100% alcohol and clean the laser lens, make sure the laser has freedom to travel up and down it's tracks. If this doesn't fix the problems then something has probably blown, check all the capacitors, if there are any that have blown or fried then they will need replacing. Failing that I have no idea what is wrong with it.

I appreciate all the replies, I would check the capacitors, but Im not really sure which ones I am looking for. I recall seeing a diagram of things to test on a ps2 slim, but I didn't see any for the model # for the silver edition.
