Just double clicking on Xdelta probably just runs it, but it immediately exits because it wasn't passed any filenames to work with. You're gonna have to open up a command window (run>cmd) and feed it something like what MrPopo quoted from that page with the appropriate filenames and options.

The patch isn't supposed to be a bat. You run xdelta and pass in the patch, the bin, and the output bin. Taken from the readme:

Whenever I run X-Delta I get a glimpse of a command line screen and then it disappears.

Ooooh! I see the issue.

So what you need to do is open a command line. Start->Run and type in cmd

Then you need to navigate to whever xdelta is (and make sure all your other files are in the same directory for simplicity, and that the filenames have no spaces in them). cd in DOS is short for change directory, and you can pass in relative or absolute paths. You need the quotes if there are spaces in any folder names.

cd "C:\Program Files\xdelta" <enter>
Then run the xdelta command I pasted (modify as needed for your filenames)

Now all I'm getting is a "too many filenames" error.
My Consoles:
Genesis - Nomad - SegaCD - GameGear - Sega Saturn - Dreamcast - NES - SNES - N64 - Gamecube - Wii - Playstation - PSone & LCD - PS2 - PS3 - Xbox - 3DS

Try running xdelta alone and see if there is some kind of help dialog.

Open up the cmd window and run it, otherwise you'll be back at it running and immediately closing the cmd window if you double click it. If it doens't give you any info, try "xdelta /?" with no quotes.

The game is a pretty good brawler from Techno Soft that lampoons the Final Fight series so it was worth the hassle of trying to patch/find a translation.
