Cammy with an overhead would be nasty. She kinda has trouble getting inside without jumping in huh? I play boxer and poor Cammy has a nasty match-up with him. The Cammy players that beat me are very good at using focus cancels on her specials so they aren't as punishable. I think its bullshit her Hooligan throw doesn't throw a crouch blocking character. Maybe that makes her too strong in some other match-up?

I hope they just make the "low tier" characters a bit more competitive. I'm really not one for nerfing the high tier characters. I say try to bring up the bottom slowly and see if you can make the bad match-ups closer. SF4 is as close to a "balanced" fighting game there can be really. Outside a few freak match-ups almost any character has been used in high level tournament play. Cammy included. Sanford Kelly went nuts with her during top 8 at EVO 2009.

You know, it never even occured to me that the PC version of SF4 would support mods in some fashion. Hell, it's worth it for Killer Bee Cammy alone. But I'm not buying another copy of SF4 unless it's an actual upgrade (like a Dash).
