is there anything out there that's remotely like that idea? most of the good 2d sega cd games are just genesis ports anyways and its attached to the friggin thing it should't be that hard at all. any info? even if it's just one game at a time

As far as I know, no one has made a complete Sega CD rom loader. There is however a transfer utility that boots from the Sega CD, and apparently loads roms over the controller port of all things. I haven't tried this, so I don't know how well it works.
There's also schematics for a Genesis flash cart, or you can buy a commercial flash cart. I haven't tried these either. If you do, please let us know how it goes.

that transfer utility stuff sounds too complicated...but the neo geo cd rips sound pretty cool what games did they get to work with it?
