Crap, even I am helpless to its power.
I'll tell you what Mega Man 3 has that 2 didn't. Snake Man's theme. And before you pull the whole "But what about Wily's Fortress theme from MM2?", you have to kill every robot master just to get to that point. I can plug MM3 in and get immediate satisfaction of hearing Snake Man's theme whenever I want.

Comparing the music in Mega man 2 and 3 is like comparing a vanilla sundae to a chocolate sundae. They're both so good that I refuse to choose between them.

Well, the list wasn't the most underrated games for the NES or the top 10 games you never heard of for the NES, so yeah all the choices are "safe" because they are all great games.
