I say go for the entire library its small enough I had over 150 titles at one point before selling. Loads of good games any time you want a list as you requested chances are racketboy has it up on the site

Re: Starting a Dreamcast collection
It depends if you're gonna actually buy the games or burn them, but here's a list I compiled once for a website of the Dreamcast classics that have remain relevant as far as gameplay, but it never got used:
Jet Grind Radio
Shenmue series
Crazy Taxi series
Soul Calibur
Resident Evil: Code Veronica
Skies of Arcadia
Rez
Ikaruga
Sonic Adventure 2
Samba De Amigo
Power Stone series
Space Channel 5 series
Seaman
Chu Chu Rocket!
Grandia II
Toy Commander
Ecco the Dolphin: Defender of the Future
Rayman 2
MDK 2
Fur Fighters
Dead or Alive 2
Guilty Gear X
Marvel vs. Capcom 2
Street Fighter III: Third Strike
Fatal Fury: Mark of the Wolves
Cosmic Smash
Virtua Tennis series
The House/Typing of the Dead series
Elemental Gimmick Gear
Headhunter
Metropolis Street Racer
Test Drive: Le Mans
Border Down
And whether you're okay with burning games or not:
Propeller Arena
It never got an official release, sadly.
There are a ton of other games like Mr. Driller, Bust-A-Move 4, Virtual On: Oratorio Tangram, Ferrari F335, Virtua Fighter 3tb, and a ton of other titles which almost make the cut as well; I would strongly recommend you give those a try as well.

Re: Starting a Dreamcast collection
I would go for it since the amount of games is less to complete collection and the overall quality of games on Dreamcast are incredible.. I have been thinking about starting a US Dreamcast collection as well. I have a good amount so far..
