Saturn Game shark / Action replay connection on top?
What is that connection for on top of these cartridges for? Does it have to do something with downloading codes? If so, does it serve any other purpose?

Yeah, you can connect it to a computer to download new codes, and I believe it can be used to back up your saves to your computer.
