Confusion of Ninja sized proportions
I'm a Newb to the Genesis, I just bought a game called Revenge Of Shinobi for 2.99 at a used movie/book/cd/game hybrid store called Bookmans. It seems to be a VERY popular game(I'm probably preaching to the quoir here, but I'm a Nintendo person, Ninja Gaiden is where I get my ninja fix) I took it home, and after a few frustrating hours, I came to the conclusion that it does not work. So, I was goign to go back to the store and return the game, but I just found out that Shinobi 3 and Revenge of Shinobi are different games! I thought that Revenge of Shinobi was Shinobi 3! Which is the best one? Which is the one with godzilla as a boss? I want that one.

I think that Shinobi 3 is the more polished and modern of the two. It's a later Genesis game, so the graphics are flashier and generally better to look at. I'm not sure which one has Godzilla as a boss in it, but I know Revenge of Shinobi has Spiderman as one of the bosses, which is kind of freakishly cool in a copyright infringement kind of way.
Personally I'd recommend BOTH Revenge of Shinobi and Shinobi 3. However, instead of getting the cart for Revenge of Shinobi, I'd recommend you aim for the "Sega Six Pak", which has Revenge of the Shinobi plus Sonic the Hedgehog and four other various games.
Also, before you return Revenge of Shinobi, try to clean the cartridge's copper contacts with cue-tips and rubbing alcohol. If that fails, try sandpaper. I've seldom encountered an actual "dead cartridge" that didn't spring to life again when the contacts were cleaned.

Personally I find Shinobi 3 to be a timeless classic that's still fun today, while Revenge of Shinobi leaves me cold. I found it boring and frustrating. Shinobi 3 is pretty forgiving as those kinds of games go.
Also, I think you might be thinking of the Electric Demon boss from Shinobi 3. That level is the bomb.

The correct answer is to get both, they're just that good.

That's true, but PresidentLeever is only referring to the last level - which I'd agree with. In, Return of the Ninja Master, what's so frustrating about the last level? Hmm, I suppose the last level isn't so hard; but I definitely find the last boss in Shinobi III to be harder than the one in Revenge of Shinobi. In ROS, you just have to time and maneuver your double jump to evade his (I forgot his name) hair, duck and hit. I was able to beat the last boss (Zeed? Revenge of Shinobi has Spiderman, The Hulk, Batman, and Godzilla in it, but only the first run. If it's on the 6-Pak or Greatest Hits, it won't have Godzilla in it, I don't believe.
That said, I grew up with Revenge of Shinobi and loved it to death, but I have to say that I prefer the gameplay of Shinobi III. Shinobi III is tons faster and looks better than its older brother with big sprites and tons of parallax scrolling, but Revenge of Shinobi has some of the best video game music ever (and I really mean that; its scores are still played at full-orchestra video game music shows today) and a generally better atmosphere. Shinobi III kicks more ass than Revenge of Shinobi, but Revenge of Shinobi just feels more classic and complete.
I'd honestly just recommend you get both, they're both dirt cheap, like most great Genesis games (a few have creeped up to $30 in recent years, like the must-plays ToeJam & Earl and Shining Force II, but the Genesis is mostly a VERY affordable system). If I had to choose one to start out with, though, I'd go with Shinobi III.
