Where to go
I am sure there are a ton of different opinions, but what is the best website for learning about emulation. I really have no clue other than it allows you to play a bunch of games from various consoles on a different device. I am mostly interested in handheld devices as I mainly want a way to play NES, SNES, and Atari 2600 on the go. Since I have no experience with this stuff I have no knowledge of how to tinker with Gameboys and PSPs and Hungry Hungry Hippos board games in order to make my own emulator.

Playing Mario on a Hungry Hungry Hippos board = fuckwin.
Normally I'd be an asshole and say google it, but I won't. If you want it on a handheld, for a DS you need a flash cart. A PSP you need to put custom firmware on it and then place everything on a memory stick.
A laptop (what I do) is you best bet though. While not as portable, it's very easy.

Emulation is something that you really have to tinker with to understand. I found the easiest way to get into it is to just use it on your own and look up any issues you have with it on google/forums/etc. But to be more helpful, what portable device are you planning on using?

It might be a bit easier for you to start by running a couple emulators on your PC, just so you get the hang of it. It's really not that difficult.

like stated above its something you need to tinker with. id say start with the easiest emulator i know of: the gameboy advanced emulator. that has little to know tinkering. eventually work your way up the list of systems. i believe the hardest to learn out of the posible systems is between the ps1, ps2, and saturn. once you think your ready try ps1 first. although if your the type of person that just wants to know exactly how here are some you might wana searced. ive never used them because i self taught myself how to emulate but this site was my first emulation and rom site i went to so its trusted.

Yeah, anything less than the psx/n64 era is generally pretty easy to emulate. Since you're shooting in that area, you'll probably find that things aren't that difficult. PS2 emulation on the other hand...

definitely helpful stuff. I did google a lot, but got confused with how many emulators there seem to be out there (I am sure half of them are not very good). I am really only interested in SNES and earlier. The Game Boy Advance sounds pretty neat and not too difficult to get into. I think my friend has a DS that he uses. I know he was talking about a flashcart - I will start looking into what those are and how they work. We were talking about the Dingoo on another thread and I feel that to be pretty perfect for what I am looking for. Sounds like any glitches the device has are not ones that I would mind just starting out. As I get better I can look into more complex devices and maybe later systems. In my opinion the PSP is the pinnacle of the mobile emulation device with it's easily accessible button layout big screen, built in browser to download more rom's while on the go and the fact that it has an official PS1 emulator from Sony that emulates the PS1 in 99.9% accuracy.

Absolutely.
