They don't need to have a hidden agenda to be racist. Racist acts do not require that the person intentionally do something as an expression of dominance over a minority race. In fact, it's often most racist when there is no intention because the person just simply isn't aware of the effect their racially priviledged position provides them.
Exactly. Alot of people do not even understand what racism is.

Edit: Im not talking about people here. Just the impression I get in general.

Once people stop noticing different races and just see people then stuff like this won't be a problem anymore. When employers are told they have to hire a certain amount of people within a minority things are messed up. What if there was someone who's not a part of that minority that is more qualified for the job and needs it more.

I think that in this circumstance prejudice is a much more appropriate word than racism. Racism is when you hate someone based on race, prejudice is when you judge them based on race. I personally don't think that anything needs tampering, it's not like people will be pleased if they do. People will always complain, they're insatiable. Shame.
