Dreamcast game boot up load time...
I can't remember if it is normal for the DC to take like 10-15 seconds to actually boot to the "sega" screen after the initial swirl screen. It sits and keeps reading and reading for like 10-15 seconds before it finally boots up the game. Was the DC always like this? Or is my laser going bad?

Are you playing an original game, or a backup? Sometimes backups take a long ass time to load (Power Stone especially).

Playing a backup. Works good after it finally does boot up though. Just paranoid that it's a sign that I just got this used dc, and any moment it's going to just totally quit working on me already, lol.

Some backups do not load so well on some systems. Chances are it is just the game.
You can always clean the laser lens if you have not, or make "minor" adjustments on the laser variable resistor.
If you have a ohm meter the VR from the factory should measure about 800 ohms. You could always drop the ohms down to 720-760, and see if your console responds better. It might help, it may not. (you can always set it back to the factory preset or try +50 ohms)
I have seen allot of consoles that sound like yours with a select few burns loading slowly. Usually these type of consoles rarely see any improvement when adjusting the laser. Some may improve with a large adjustment setting the VR in the 500 ohm range. (I would not recommend this)

Yah, thanks whatever. I found a sweet little tutorial on how to adjust the pot on the laser with a small pair of pliers and I just turned it a tiny bit and tried some more games, both originals and backups and now it's loading them fine. Still noisy as hell, but boots them all up quickly now.
